Evaluation of RESET4Youth

BRIEF

Young people aged 19-24 experience homelessness at nearly double the national average rate, with homelessness in Southwest Sydney particularly acute and compounding. RESET4Youth (Rapid Engagement for Settled and Effective Tenancy) is a Mission Australia initiative operating across four local governments areas in Southwest Sydney. It takes a rapid rehousing approach to youth homelessness, placing young people directly into private rental or social housing as quickly as possible, supported by wraparound can management.

NSF Consulting was commissioned to evaluate RESET4Youth, focusing on the appropriateness, efficiency and effectiveness of the program from mid-2024 to end 2025, to inform Mission Australia’s funding decision as the current funded program concludes.

APPROACH

A Summative evaluation was conducted, using a mixed methods approach by combining both qualitative and quantitative data to triangulate evaluation findings. Data was analysed, including internal Mission Australia documentation and support services data, previous impact measurement survey were also reviewed. An Evaluation Plan was prepared that included a Program Logic Model and Evaluation Framework. Consultation was conducted with 33 people, including 12 young people who had used the service, 12 external stakeholders and 9 internal stakeholders. Research findings were combined, analysed and synthesised under the key focus areas. Evaluation assessments were conducted using an evaluation rubric.

A detailed evaluation report was prepared, including strategic recommendations for Mission Australia.
